Executive Directors

Carolyn L. Orr, Ph.D., P.A.S.
Acting Director
Carolyn is a Certified Professional Animal Scientist, serving as Acting Director for the ELCR. She holds a Ph.D. in Agriculture from Texas A&M University, a M.S. from the University of Tennessee and a B.S. from Ohio State University. For 25 years she has operated a diversified family farm producing horses, cattle, forages, and shrimp in the bluegrass region of Kentucky. Previously, Carolyn was Professor and Chair of the Agriculture and Natural Resources Department of Berea College, Berea, Kentucky. She serves as a Board Member and officer for Partners for Family Farms and is a foundation member of Kentucky Women in Agriculture. She holds certification for ISO 14001 Environmental Management System auditing, and has worked as a private consultant with the Kentucky Divisions of Water and Conservation, developing and presenting training programs for Kentucky livestock producers in Nutrient Management Plans and CAFO regulations.

Staff Members

Bonnie L. Detzel
Administrative Coordinator
Bonnie L. Detzel, Administrative Coordinator of the Equestrian Land Conservation Resource – Bonnie has over 20 years of office administration experience. Prior to her position with ELCR she served as Administrative Assistant for Clinical Services at the Hospice of the Bluegrass. She has also served as Administrative Coordinator for the National Policy Director and Policy Shop for the Council of State Governments. Other experience includes serving as executive assistant to the CEO of the New York City based CPR Institute for Dispute Resolution and as staff support to eight law professors at the University of Kentucky College of Law.

In coming to work for ELRC, Bonnie returns to the passion of her youth – horses. Her love of horses started at the age of seven with her first Shetland pony, Tiny Star, and although she has been away from horses for three decades, the love remains. Of her new position at ELRC, Bonnie says, “Only destiny, or fate if you will, could have created the circumstances to bring me to this wonderful place in my life. Driving into the Horse Park as I come to work in the morning is like entering a portal to a treasured past and an exciting, fulfilling future.”

Bonnie is the mother of three grown sons and grandmother of three – a granddaughter and two grandsons – with another due in April and October.


Debbie Kelly
Equestrian Partner Coordinator
Having earned a BS in History from Macalester College in St. Paul, MN, Deb promptly went to work at an equestrian center in Illinois where her duties as barn manager included training horses, giving lessons, and organizing events. It was there that she met and befriended Kandee Haertel, which led to her beginnings at ELCR many years later. Deb continues to train and teach, as well as event and fox hunt with her own horses. She and her husband Mike live in the country with three Basset Hounds, four cats, and six pasture ornaments.
